The Monroe Doctrine has evolved from a 19th-century defensive shield into a 21st-century tool for American pre-eminence. By weaving together its historical trajectory and its current iteration—the “Donroe Doctrine”—we see a consistent pattern of the U.S. asserting itself as the “policeman” of the Western Hemisphere.


The Evolution of Hegemony: 1823–2026

1. The Shield (1823–1890s)

The doctrine began as a warning to Europe: Stay out of the Americas. Initially, the U.S. lacked the military power to enforce it, but by the mid-19th century, it became a justification for westward expansion, most notably during the Mexican-American War (1846), which resulted in the U.S. seizing half of Mexico’s territory.

2. The “Big Stick” (1898–1930s)

The Roosevelt Corollary (1904) fundamentally changed the doctrine from “Europe stay out” to “The U.S. will step in.” This era of “Gunboat Diplomacy” saw the U.S. seize Puerto Rico, occupy Cuba and Haiti, and orchestrate Panama’s independence from Colombia to secure the Canal Zone.

3. The Cold War Shield (1947–1991)

Intervention shifted toward ideology. To prevent “another Cuba,” the U.S. supported military coups against democratically elected leaders in Guatemala (1954), Brazil (1964), and Chile (1973). The doctrine was the primary justification for the Bay of Pigs and the Invasion of Panama (1989) to capture Manuel Noriega.

4. The “Donroe Doctrine” (2025–Present)

In his second term, President Trump has revitalized the doctrine as the “Trump Corollary.” Unlike the Cold War’s focus on communism, this version targets economic competition (China) and non-state threats (cartels and migration). The January 2026 capture of Nicolás Maduro in Venezuela serves as the “proof of concept” for this new era of overt, transactional intervention.
